SoccerProject is a free online soccer manager game where playing the game is very simple: you will become manager of your own team. You will be responsible for the staff, the players, the stadium, the games, the transfers, ... I haven't personally played the game but it looks well done.
Slam Soccer 2006 is a funny football game in 3D-comic-style, it's open source, and free! It has too many features to mention. Just go check out their website and download the game for yourself.
Cave Dudez Miniball - Technically perhaps not a "soccer" game, this is a fun, flash-based foosball game featuring the Cave Dudez.

Hattrick - From their website, "Hattrick is an online football game where you trade players and coach your team in competition with hundreds of thousands of simultaneous opponents from all over the world." This is a free soccer game that really looks addictive! You get to issue training orders, trade players, and compete in leagues.
Soccer Rush! - Brought to you by the creators of VR Soccer, this free online soccer game is what I would call "arcade style" with a scrolling screen. You control a soccer player trying to steal the ball and kick it into a soccer goal. You have strength/health and shield levels that you manage by running over various colored balls or bubbles. Not for the novice, it takes some time to learn the controls. Once again another fun and FREE soccer game. Thanks to Sergey for submitting this one!
Soccer Shootout - This is another great online soccer game where you alternate taking the penalty kick and playing the goalie in a "shootout" format.
Pebbles(R) Dome Reefball - This is another great game with a twist - you're playing underwater! Very similar to the Roby Baggio game but the graphics are a little better. It requires Macromedia Shockwave but they will help you install it if necessary. Let me know how you like it.
Roby Baggio Magical Kicks – The game and website are currently offline, and there is no information on its return. Try to score from just outside the penalty area with a direct kick. Very detailed options on how you can kick the ball, adjust for wind direction, etc. This one is addictive! You can login as a GUEST or register your own nickname. TRY IT!
Mardi Gras SHOOTOUT Online Soccer Game
– This game is just what it sounds like – a shootout. You get to alternate between taking the penalty kick and being the goalkeeper. Another good one.
